Yes, it's worse than nothing.
We see how fast they move when something matters to them. It doesn't take endless years, committees, investigations, promises that go nowhere. They unite, take action, and things get done.
It's amazing how incompetent they suddenly become on the issue of sexual abuse. They are trying oh so hard and care so very much but somehow, years and decades pass and they're still investigating, still forming committees, still making promises, and not one thing has been done. As you say, the action they are taking is behind the scenes and *against* survivors.
The incongruity of what they say and what they do, when the stakes are so high and the vulnerable so in need of help and safety and justice, is beyond abhorrent.
