THIS. And yes, it's a deflection from reality to cover and absolve themselves. You've clearly laid out the myriad ways they could do something, anything, to help victims if they really wanted to. The fact that they haven't, not even the barest minimum, while putting on a charade that they are, patting themselves on the back for all they are doing - never mind that the abused are still outside, cold, shivering, neglected, battered, bruised, still begging for help and care - exposes it all for the lie that it is.
